Telluride's submission deadline for feature films is July 15...

Obviously, directors like Malick don't have to apply/submit to film festivals.
Almost all of Telluride's line-up is highly, highly curated by festival directors and advisors.
As with most major film festivals, an unknown director blindly submitting a DVD with entry fee is most times simply making a donation to the festival. Just the way it is.
Also, several films have premiered at Venice and Telluride concurrently.
